Well I'm a college student with tons of homework, and sometimes my eyes just can't stand stress with a rest...so I'm thinking, if there is a software that can read like .doc file out thru the speaker it would be so nice. I know it would be a great challenge since when we speak we speak sentence by sentence not word by word....So...does anyone know a software that would read a text file?
Yes, AT&T has an online program that can pronounce text that you paste into their textbox.

Microsoft Reader, however, is a great text to speech program. You can highlight the text in your doc file and it will pronounce it.
I was looking for software that will help me become able to speed read, but there are so many choices, and I am unable to determine which is best. I want affordable software ($250 Maximum, Ideally $100 to $80) but, it works fairly quick.
Just to add, I am currently a student in middle school, if age is a serious factor.
I can recommend you Speed Reader X for $29.95. http://www.speedreaderx.com/ I have used it myself and it really works. Ace Reader is also a good choice but it costs $49.95. http://www.acereader.com/personal/buy.ht ml To get some taste of speed reading you can try free online speed reading courses such as http://www.startspeedreading.com/free-sp eed-reading-tips/

I've been interested in improving the speed at which I read but I can't seem to trust any web site reviews because they all say something different! can anyone help? when you answer please give a short description of why you think it is comparatively better then the rest.
I'm also trying to find the cheapest or free way to download this software. so if you could tell me where to find it the cheapest possible that would be most helpful.
I learned speed reading a few months ago. I do some research on Amazon and choose one with good reviews. I prefer using program over books, because it is more interactive. And I'll suggest not to go with some free way, it will be quite a waste of time because I found having guideline as I learn is quite important. Speed reading is a technique that you can acqurie, but there may also be some little problems you may meet when you learn. The author of the software I used did quite a good job to guide me to the correct way, whenever I got stuck.
You can check with the software I used. There are quite some good reviews on Amazon, and I chose it because it is not expensive too, and it teaches comprehension and memorization along with speed reading. There is also a website talking about how to get most out of the software. I used the online course, as it saved me some shipping fee as well. I post the links here, so you can check them yourself:

Assess Applications by Reading Software Reviews
The computer has undergone various technological changes and it has withstood the test of time. It has even become even more powerful especially with IT specialists coming up with more and more powerful software. With every edition of the software, there would be more features that will make it yet another powerful application that is added to the market. As a result, you and the other customers would easily get confused as to what you should pick. This is when the entrance of software reviews is needed.
By reading these reviews, at least you will be enlightened as to what the application is all about. Even if you may have already narrowed down as to what category the software you are looking for belongs to, this may not be enough to help you make up your mind. Thus, you should go to a website where you will be guided accordingly.
