For example, the words "men" and "women" are often printed in braille outside the doors of public restrooms. But how would blind people know that there was braille written right there?
In the United States, the Americans with Disabilities Act (ADA) sets standards for accessible design. There is a rather large document at this site http://www.usdoj.gov/crt/ada/stdspdf.htm that gives the ADA Standards for Accessible Design. In public buildings, the location of signage, design of bathrooms and water coolers, doorways, etc., etc., etc. are all governed by accessibility standards that put things like signs in a particular location. Where to seek access to braille signage is something that all schools for the blind teach.

I am not making fun of the blind when I am saying this. I think it is a good idea and I think that the blind and seeing impaired individuals would enjoy it. I just want to know what you think.
I actually tried that back in 2004 by putting symbols like stars, circles and crosses, etc, on the corresponding colors. And, surprising to us students who did it as a school project, out of the 25 selected sight impaired persons between 12 and 45 years of age, about 7 of them solved it within 6 hours! Even more surprising was 12 others kept the cube as long as they needed. Conclusion: it's a great idea!

My 20 year old son is blind, and he laughed his face off at this question.
As to the Braille on the parking signs, maybe that is for the highway employees putting the signs up. You know, if they are blind, putting a 'Drive in left lane only' sign wouldn't do in a parking stall.
Who knows. The world can be silly.
