it is a braille typewriter with 6 keys that when combined in to different combinations make braille dots which the blind/visually impaired can used to write. there is also something called a "braille note" which if hooked up to a computer can print what ever the blind person has typed in either in braille (for themselves/others with blindness) or standard print for any sighted person who needs to read what the blind person wrote.but doesn't know the braille alphabet.

Okay - I think political correctness has gone waay too far with this one. There is a drive up ATM machine at a Chase bank that has an audio function for visually impaired people. It also has braille on it. Why would a visually impaired person be driving in the first place? Do you think this is just plain stupid and totally overboard like me?
Its probably a funny consequence of modern manufacturing efficiency. It makes a good joke. Observations like that are the stock in trade of many stand-up comedians.
It is probably cheaper to make all the keypads for ATM machines the same. Modern automated manufacturing can leave on an "extra" feature for less cost than changing tooling or set up to make some units different than others. Inventoring, shipping, etc all become simpler if you can make all your items the same. So, drive up, walk up, boat up, whatever, that brand of ATM probably always comes with braille.
Funny though. I've probably seen the same thing and never noticed it.

The manufacturers of the ATM didnt know it would be strictly a drive up unit. So they just made every ATM with braille numbers.

Seven-year-old Wantage girl gets Braille writing machine from 999 ...
BLIND schoolgirl Paige Rowe said a new Braille machine to help her write would “make such a difference to my life”.
The seven-year-old, of Greenacres Drive, Wantage, was delighted at being given the device by a local charity fund. It replaces her old model, which she could not carry on her own and disturbed her fellow Wantage CE Primary School pupils with its noise.
Paige, who is also deaf in her left ear and was born with a deformed left leg, said: “The new Brailler has made such a difference to me. It gives me freedom because I can take it anywhere and I absolutely love to write, especially stories.
“I’m so grateful and would like to say a huge thank-you.”
